I've searched for info on this and all I can find is long useless explanations demanding Hijackthis logs. It seems no one has posted a fix. Any help? It's really, really annoying.

I'm not familiar with outerinfo, but Hijack This logs can tell you quite a bit about what's going on.

Are you running any antispyware/antivirus apps at the moment?

I fixed it myself, after relatively useless searching. It flagged itself by crashing alot. Masked as dexplore.exe, which is a MS Visual Studio function. Something I don't have. Did a simple registry search, cleared it, disabled dexplore.exe in msconfig, and I'm clean.
