I have a LanpartyUT nF4-D motherboard and the first thing I did after reformatting was to install the mobo drivers, which contain the audio and ethernet drivers too, so I thought.

I can't see to get online though. When I checked device manager I see a yellow question mark next to "USB 10/100 LAN Adapter"

Do I need a driver for this? Is that my problem?

A yellow question mark would probably mean something needs your attention or is wrong. So yes that is your problem. Grab a usb drive and head to another computer and download the driver.

The first thing to do after installing OS is installing drivers.
