Buydig has the Canon A2100 IS for $210 shipped. I doubt you will find a camera with better image quality for the price.

If size is a concern you could go for one of the SD series cameras, like the SD1100 IS; the technical image quality will suffer a tiny bit, but many of them work with CHDK which makes them pretty sweet to operate. Plus they are really tiny and you will find yourself bringing your camera to more places. Be careful here, since some SD's are practically auto-mode-only while others have a decent number of one-button adjustments for ISO, white balance, etc.

Normally I would say SD880 without even thinking, since it combines the best of all the above, has a 28mm lens and is basically a god among compacts. But it costs more than that.

sd880 is amazing. but the sd870 is a nice little cam that in your price range used...

the sd880 though is everything that the 870 is and more, sharper lens, glass optics, better movie format, better ergos

Only the very first ones... After about 600 they start to fall all over the map in terms of image processing, lens range, controls etc.

Which is good cause there's plenty of choice, but it gets quite confusing.
