While I was using System Restore, I noticed that it was taking way too long, (like an hour), so I rebooted my computer. Everytime my computer starts up and the Windows XP logo show, my computer reboots...

Is there a way to fix this without install XP again? I can't get in Safe Mode. It'll reboot itself.

Your registry is fucked. You need to do a Windows Repair by booting from the install CD and using the "Repair this installation" option (NOT the "Press F6 for Automated System Restore" or the "Press R fo Recovery Console" options).
