My buddy is being put up for Article 15, but he already has been punished with manual labor... Will that fly? I heard theres something called Double Jeapordy where if you've been punished with pushups or something they can't go and give you an Article 15 or whatever.

They probably just put him on extra details until the Article 15 went through, it wasn't technically punishment at that point. That was pretty common practice to do to the habitual shitheads in my last unit. If he's a first time offendor and normally a good soldier they may take into account the work he's been doing and let him off light on the extra duty, but that's gonna depend on what he did and whether it's a company or field grade Article 15. If it was something bad enough for a field grade he will probably end up with the maximum punishment, I don't remember ever seeing anyone get less in those cases.
