If I have for example (in my add/remove programs), "java 6 update 2", "java 6 update 4", "java 6 update 5", can I install all the lower number ones? I'm wondering because they are all 100MBS a pop, and shouldn't the last update cover the ones prior to it? Just asking because I see this with J2SE runtime environment as well

The problem is that Java doesn't remove the uninstall listing for the older versions.
If you try to uninstall one of the older versions you'll most likely end up uninstalling the 1 and only version you really have installed.

If you want you can go into regedit and go to the following key:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall
Then look for the ones you want to remove. The hard part is finding it since the key name for each one is it's GUID so you'll have to go through each one at look on the right side for it's Display Name.
If you're not comfortable messing with the registry then don't do this.

I'm sure there's a program that can help you figure it out faster and just remove the registry entry for you.

I always uninstall the old versions when I find them
