A friend of mine is currently in the DEP for the navy. He's thinking of backing out because a good educational opportunity just came his way. Can he still get out of it? Are there any consequences?

Yes he can get out of it. There shouldn't be any kind of consequences, it's all just paperwork up until that point. It'll be hard to convince the recruiter to get him out, but it can be done.

Until you swear in right before you ship you can still get out. All your buddy needs is balls to tell the recruiter where to go
