How hard and time consuming is it to write a program like winamp or a similar media player?
If I were to pay someone to do it, what ball park figures could I look at for the entire thing? $1k? $10k? $100k?

Is there anywhere that I can learn about this? I'm entering this from the standpoint of a business owner..I've written basic programs in C++. Console apps in VC++ nothing advanced at all, but would like to know what I'd be looking at for a serious project.

they're bound to ask you what OS it's for, why you want your own media device, and what kind of special features do you need, can live without.

Windows XP, can't say, no additional special features. Visualizations would be good...it would have to become an integrated app to allow cd ripping-writing, and mp3 library playback. eventually but not initially. I'd need the media playback stuff to work first.

Depends. Some people do big projects like this (for example, XMMS and MPlayer) without being paid, while some companies (for example, MS and Apple) pay programmers a huge amount of money to work on them.
