...if someone doesn't want to change their weight or even their body composition, then when getting stronger, since its not added muscle mass is it simply improved neurological efficiency???

If you hold the physiological response constant, then the improvements will be metabolic or neurologic in nature.

edit: i'm not ceaze or christophers though

improvements in intermuscular coordination (activation of motor units from different muscle groups) and intramuscular coordination (rate coding, and sychronization and recruitment of MU's)

This is just conjecture, so take it with a grain of salt. Off hand, I'd say that at the cellular level, more strength would come from more mitochondria in the muscle fibre, which would mean some increase in muscle density, but a large potential increase in muscle strength. Think of a chimpanzee. They're 99.9% genetically identical, small, but much stronger than humans are. Greater bone density and stronger connective tissue would also result from strength training without large increase in mass, size, or weight.

Chimps have been known to have enough strength to rip a man's arm off. Quite scary.
