Was watching one of the latest Gumball 3000 movies, and wondered... what would happen to an American busted in Europe for crazy insane speed? In America they can't really do anything to the Europeans who come over, it's not like they can, in practicality, collect a fine from one of them?

What happens in Portugal and Spain, and probably in the rest of Europe, is that if you get a fine for some reason and you'r a foreigner, you have to pay on the spot, or your car gets arrested.

I don't think so. When I was abroad they take your international lisence and hold it untill the fine is paid.

It varies. In the UK your chances of actually getting stopped by a Police car are pretty damn rare nowadays. Far more likely to get caught by a speed-camera.

As for the rest of Europe, on the spot fines are farely common place for other European citizens. But for international drivers, I know not what happens.

Not sure. I know that for here in the US the authorities are usually hip that an event like Gumball is coming their way and prepare for it. For example, many of the people pulled over during the last Gumball, foreign or not, were required to pay huge fees on the spot before they could drive off.
