    no way imo

i have a powerhouse brand olympic weight bench with 1000 pound weight limit dip handles, squat preacher curl and leg extension cost about $220 at Dicks sporting goods when i bought it.

the one you link to is very inexpensive but 110 pound weight max is a tiny tiny bench so not worth it imo

I have a budget of about $200 for this, and I don't have very much room at all.

EDIT: It's for weight loss, not building weight also.

Around christmas time Academy had a nice adjustable bench setup with a leg extension/curl w/ rack for around $100, with the 300 lb weight set/bar at $100 i spent around 200 for a decent starter setup. If i recall right, Sports Authority had the same deal for the same price.
