Is it better to have running shoes a little on the tight side, or a little on the loose side?

Ideally, I would wear a 13.5 size shoe, but that size doesn't exist. I can wear 13's but for every day walking I'm more comfortable in 14's, which is somewhat loose on my feet. But for running, is it better to have shoes that stay put, although cramping just a little bit, or is it alright to have shoes that are loose enough that they slide around a bit?

if the shoe is loose and your foot slides around inside the shoe while u are running be prepared for blisters. painful blisters. on the other hand, if the shoe is too tight be prepared for other kinds of pain. major pain. if your size is 13.5 u should look harder to find that size. now that i think about it, perhaps you could get the 14's and wear thick socks or double socks.
