I thought it was not good to cut off the body parts. But on some photos I see the top of the head, elbow, or part of the fore arm chopped off but the photo is still considered as good composition. So what are the guidelines regarding chopping off body parts?

FWIW I was reading an old photography book and it had a picture of a ballerina jumping and her hand was cut off at the top edge of the photo. They said doing this gives the perception of the movement they're trying to capture.
