If I do dual monitors with a powerbook and another monitor, can I set the external monitor to be the primary screen? aka can I get the menu bar to show on external?

Yes. just drag the white menu bar in systems prefs from your pb screen to the external.

If I remember correctly, whatever screen the white bar is on, thats the screen the dock is on.

two different displays, effectively expanding your work area. An ibook can only display the same image on both monitors, at 1024x768, unless you use a hack.
