I have them both on lower body days, but they feel more like upper body workouts than anything.

Since I have an upper/lower split right now, is lower day placement appropriate for those two exercises?

I would hang cleans to back day instead of power cleans

"Hang" refers to the start position, "power" refers to the end position. You can do a power clean from the hang (which is probably the most popular version of cleans).

I always thought power cleans were just regular cleans from the floor without a jerk.

no, it's not like a reverse curl. you still pull with your back/posterior chain.
