Pec deck has a constant tension across the complete ROM but does not work the stabilizers. DB flies have decreased tension as the person nears the top of the ROM. Crossovers (on a bench) Have decreased tension toward the bottom of the ROM. I am thinking, pec deck for flat and cables for incline.

Really, you don't think the lack of upper ROM resistance is a problem?

Ive seen people stop and go back down before they reach that point. Looks like they have a lack of ROM, but maybe its still effective.
