i have overspray on my rim from the previous owner and its flaking off. can i use a clay bar to remove the overspray?

what can i do to get rid of this?

it flakes off if i use my nail and rub it so i think its removable.

Yes clay is just fine, clay is used all the time for removing over spray. If you cant get it off with clay try a little iso-alcohol or paint thinner. I have done that many times with no adverse affects, but try the clay first.
