I have an Acer Aspire 9300-531 laptop, and every time I turn it on, I have to activate the Number Lock to put in my numerical password at the Window User Prompt.

Is there a way to have the Number Lock on permanently? That's the way it has been on every other computer I've ever used.

I looked at the keyboard settings in the control panel window, but couldn't find anything.

You need to get into the BIOS.
I can't tell you how to do it on an acer.
Try the DELETE key, the F2 key or the F4 key during the POST.

Once in the BIOS look for a setting that says something like 'NUM lock on startup'
