    Superior Court Judge Samuel D. Natal, who has set the bails for almost all of those assigned to the program, was ready to go when his courtroom was unlocked at 9 a.m. Then he waited in chambers, doing the many other chores he handles, including meeting behind closed doors with investigators seeking warrants or wiretaps, reviewing denials of permits to carry handguns and preparing for sentencing hearings later in the week.
