If I'm trying to take a picture of city lights from a distance, am I better off using a flash, or doesn't it really matter?

Whenever I try to take them at the moment, the lights are usually dim as hell, if I can see them at all.

Your flash is only good to light objects that are < 20' away. You need to use a long shutter speed of about 1/15 sec or longer for most city lights. A tripod is a must as well.
