First of all, how can they be "traced" if there is no record of sale?

Bloomberg is mayor of new york. He has no business or jurisdiction anywhere else.
That's why he gets other mayors to sign up for his organization.
Somebody should make a video about how easy it is to buy a gun off the streets of NY, then forward it to all the media outlets.
I bet you I could get a glock well below market value on the streets, which only tells me that the gun is likely stolen.
