This will be my first gun ever. I'm pretty set on a bolt action .22 rifle. My reason for buying it is I want to learn how to shoot. That said, I need it to be accurate and not too expensive. Say....less than $350. I also want to put some decent optics on it. I'll be using it primarily for target practice. So I need something that's more accurate/serious than a plinking rifle, but this is also my first rifle so it doesn't need to be competition grade. You guys got any suggestions?

Can't go wrong with CZ. Savages are pretty accurate out of the box, too.

Just get a 10/22. It will be a while before you can out shoot a stock one. And then, when you CAN out shoot your stock rifle, there are a ton of aftermarket parts out there and you can have fun personalizing it and making it shoot better.

I have a Mossberg 802 and love it. Its been accurate, already has a free floating barrel and was dirt cheap.

If you need a semi auto to get the job done you aren't doing it right.

Didn't say anything about NEEDING it. I've got a bolt and a modded 10/22. The bolt is an old Mossy M44 from CMP and it damn near shoots as good as the 10/22 that cost $350 more. It's all good ;)
