Need some guidance

    So I've been doing christopher's base routine for a couple months now. Made big improvements in my lower body, but I seem can't seem to get my upper body to respond and grow. I went from 190 at the beginning to 200, and since I've been cutting I'm back to 192. Should I keep cutting or start bulking again?

    Note that I'm not flexing, just standing relaxed.
