Need help with camera specs for filming a doc

    A friend of mine is going to Pakistan to film a documentary on the regional education system. She is looking for a decent digital camcorder with which to film it, but is on a budget and needs some help deciding what features she should absolutely have and which ones she can sacrifice.

    Budget: $700

    Features being looked at:

    1.) It has to be a mini DV
    2.) Optical image stabilization
    3.) 3CCD
    4.) Decent (wide) zoom range
    5.) Minimum illumination no higher than 7
    6.) optical sensor size no smaller than 1/6th

    Currently from what we can find, camcorders with all of these features run a little over $1500; is there somewhere that I could find one for cheaper (perhaps a site that sells good condition used ones?). If not, what specs should be sacrificed on?
