I'm having problems viewing the side menu on this webpage.

    http://www.hofstra.edu/Academics/Law/index_Law.cfm

For the past month navigating the site has been hard and I've always wondered how they could create such a shoddy webpage, then I recently opened it up on a computer at school and saw a new side menu I'd never seen before. My question is how can I make this visible on my browswer at home. I've viewed the source and it definitely has a menu there, I don't know what the hell is wrong with IE, I've tried to view it on both of my computers and it doesn't work, nor does it work with Firefox.

Also when I copy the source to my hard drive and rename it as an html file, I can then view the whole menu expanded when IE restricts active content, but if I allow it then the menu disappears even on the offline page. I know nothing about this stuff and I can't find anything like it on any online help pages.
