i would like to have a 12 inch touch screen tablet notebook PC as my universal remote. i would write the program and have customizeable buttons for every controller for my entertainment system including:

    HDTV
    Audio Receiver
    DVD Player
    Cable/satellite
    Security Cameras

i would also have RADMIN access to my desktop computer, which will be connected to my HDTV, to stream videos and play mp3s through my audio receiver, as well as emulated video games.

my question is can this be done? can you attach something like an infrared transmitter to a PC tablet and then program it to work every controller you would need it to?

control 4 can do everything you said

the 10" tablet touch screen is $2000 alone from control 4

to do the video streaming your looking at using a Tivo. With a Tivo you can put video files in a directory on your desktop and they show up in the now playing section of the Tivo. When you press play it moves it from you PC to the Tivo in the background, depending on your network speed you can start watching right away.
    Supported video formats include:
    Windows Media Video (.wmv)
    QuickTime Movie (.mov)
    MPEG-4/H.264 (.mp4,.m4v,.mp4v)
    MPEG-2 (.mpg,.mpeg,.mpe,.mp2,.mp2v,.mpv2)
    DivX and Xvid (.avi, .divx)
This does require paying for Tivo service and getting the $24 Tivo desktop plus license, but it works great and also has all the other recent added functionality including amazon unboxed integration.

but at that point your putting in a whole house automation system, control4 can control lights, thermostat, security, entire mp3 collections, dvd/cd changers, shit damn near everything you can think of
