You're not going to get 170hp + 30mpg average out of a Japanese car, at least not any sold in America. You're pretty much stuck with a Mini or a GTI for that.

The Honda Fit averages 36mpg, but I don't think it quite reaches 170hp.

I'm an idiot. The car you're looking for is a Nissan Altima Hybrid. Averages 32mpg, with a 160hp engine and a 40hp electric motor. Costs about $25k.

Maybe not average but I averaged just over 30 mpg freeway with my Dad's '04 240 hp V6 Accord when I went to Kentucky and back a couple years ago (my old 626 POS version was giving me a shitload of problems at the time), and I was getting 22-23 mpg in town.

It isn't quite as quick as my Maxima but gets 3-4 mpg better mileage.

As noted above, the Altima Hybrid will meet his requirements. Could be tricky buying one, though, they're only sold in a few states.

Nissan didn't build the hybrid powertrain; they licensed it from Toyota, and put their own (better) engine on it.
