I dont know about it being most effective, but the price for AVG is PERFECT! =)

It also has less of a footprint than the mainstream bloated norton and mcafee. The former of which seems to take my computer over =/

You can get the free version of AVG at http://free.grisoft.com - give it a whirl, its awesome.

AVG consistantly catches viruses that mcaffee and norton miss. I call that being most effective.

IMO Norton and Mcafe both really suck
I use Antivir Personal Edition which is free, fast, I don't know a virus it has missed, and has heuristics (that means it can detect malicious code, even if it doesn't have the virus in its list)

I've also used AVG, which is good, and Avast. I haven't used Avast very much, so I can't say a lot about it

I use Trend Micro for all of my enterprise installs and it catches so many more viruses than norton or mcafe do

You can turn that off and just let it update in the background. Those updates are why PC-Cillin/Trend Micro works so well. They stay on top of new signatures.
