So is it from my understanding these are the bartons that are not locked? and if i want to overclock i should pick one of these up instead of a desktop CPU?

Designed to use less voltage and therefore produce less heat because they were developed for laptops. Perfect for desktops. More importantly perfect for overclocking.

so they are also too locked? so idealy a 35w is better then the 45w ones? seems the 45w ones are more popular?

No, all multipliers are available on the mobile Bartons. If you're going to get one try and get a 35W version especially if your interested in overclocking.
