On istat Pro it showing me 16% health, it used to be in the 80% range.

Time to buy a new battery. You can try fully cycling it a couple times and see if that helps (drain it until the laptop shuts off and then charge it to full then do it over again) and try resetting the PMU (Google search for instructions for your model) but chances are you will need a new battery.

if youve had it for a significant amount of time and use the battery a lot within a year, the battery itself loses its effectiveness

    get a new one

Age isn't much of a factor. It comes down to the number of charge cycles. Most batteries are only good for 300-400.

i've only had 19 cycles. I used my mbp as a desk top and I think it's taking affect. Time to get a desk top I guess.

definitley take it back, ive had mine longer than yours with more loadcycles than you and both fields are at 100

coconutBattery doesn't report load cycles correctly anymore. I had a battery that was well over 2 years old with at least 400 load cycles on it and it was still claiming only 5 cycles.

Yeah my old MBP battery did the same thing. Looked like it was back to normal but still died after 20 minutes of use.
