It won't show them as mounted, it opens DVD Player but says No Supported DVD Found, and VLC fails to play it as a disk or a VIDEO_TS directory.

    WTF!?

I tried 3 clean DVDs from 3 sources. All fail.

the likely cause is that you didn't ride the sack quite hard enough.

    that SUCKS.

You set the region the first time a DVD was played in the computer...Apple allows you to change it 3 or 4 times before it's locked in hardware for good.

Yeah, in this case I can't change the region because DVD Player application doesn't detect that a DVD has been inserted, and it has to detect the DVD for you to hit command-i and change the region... even though it is mounted in /Volumes. And it doesn't show up in Finder. Nor will it play in VLC or mplayer, so its not a regional issue.

does ditching the DVDPlayer.plist file help? there are a few discussion on apple's website about this and some have had to reinstall the OS and others have upgraded their drive...I believe apple will do it free.
