Turbos increase torque, not engine speed, so there will always be a greater increase in peak torque than peak horsepower when you slap on a turbo (or a bigger turbo, or a better ECU program, or whatever). I don't see what's odd about those numbers.
the increase in hp should have been proportional to the amount of torque.
for the mods he had he should have 250hp and 270 tq.
what kind of dyno
Possible boost creep from adding the exhaust causing the turbo to have more PSI then wanted when it first opens the wastegate then slowly tapers back to normal causing a normal HP reading
You're with in 9% on torque and 2% on power.
There's more variation than that off the line at the factory.=

Not if the upgraded engine is producing a bunch more torque at the bottom-end, where the engine speed is too low for the extra torque to affect the maximum horsepower readout. You're assuming the upgraded engine is producing the same percentage of extra torque across the entire RPM range, which is almost never the case.
