Does it matter which order you do them in? And if it does how much of a difference does it make?

I would do weights on seperate days than cardio. but if you have to do them on the same day do weights first...you want the most energy to lift the weights. ideally, after lifting if youre doing it well, you wont have enough energy left to do cardio..but if you do you can do it after the weights.

Im not enough of a morning person to wake up early enough. The gym closes at 7 pm so I pretty much only have time to lift and then run afterwards.

Well, there ya go. You have to wake up early to get all of your meals correctly, and in the morning is the best time to burn fat.

You aren't dedicated enough if you won't wake up early to workout.

thats not necessarily true, I've tried that myself, but since I have to be at work at 6:00 AM I was getting out of bed about 3:30 to workout which had me going to sleep around 7-8 PM which just isn't feasable.
