One where you can change out the parts on the cars like you do in GT3. It could even be just a drag racing game, I just like changing the parts on the cars.

    search for streetlegal.

i heard it's a pretty fun game and saw a couple of threads on another board. Basically a street racing game where you can swamp engines, parts, wheels, etc etc. cop chases etc etc.

It was worth it.. I have never seen another game even come close to the amount of depth allowed in car modification that was available in MCO.

I as gonna say NFSU, but the mods that you do to the cars in that game are a lot more "ricey" than what you would find in GT3.

There are engine mods like adding turbos, and in NFSU2 you can tweak some settings, but for the most part the mods are stuff like big spoilers and spinners. That isn't really my thing, but maybe you would like it.

I haven't played NFSU2, but the first one had virtually no performance upgrading. I mean, you upgraded the "suspension kit", and got to choose what brand, but there was no difference between the brands and you didn't get to tweak the settings or anything. I doubt NFSU2 is a lot different, but I don't know.

Maybe you could find a PS2 emulator and play gt3?

NFSU2's tweaking system is just about the same as GT2's.
