Partially correct, pay is based off grade and pay entry basic date, which can be different that basic active service day (normally referred to as TIS). This mainly comes into play for reservist and guardsmen on active duty, soldiers with DEP time, or cadets etc. I get paid for 14 years in service, but only have 12 years acive service.
