Is it better to mount the tweeter closer to the woofer?

My vette has a 10" opening and I'm pretty sure I can fit both the 6.5" mid and the 1" tweet in that location. However there is also a 3.5" opening higher up towards the top of the door that I can also place the tweeter in.

What is the rule in regards to tweeter placement? Higher the better, or closer to mid?

Depends on if you have time alignment.

I like my tweeters better up near the A-pillars so the image well... keeps the soundstage and vocals higher up towards my ears.

Some people like them next to the woofer for time alignment reasons, but I don't really agree. And, I have T/A built into my HU.

You'll have to biamp to have separte TA for mide and tweet.

I would mock mount them with some double sided tape and just find the spot that sounds the best.
