The connection included with our apartment sucks first of all. However downloading from a website or anything directly off the net I get steady speeds of around 300 K/s. However Bittorrent, limewire, etc seem to have a limit of around 30 K/s. Sometimes they will run full speed but it is rare. Is this some sort of cap the company puts on?

Some providers will limit BitTorrent connections, it could also be that you have your down/up speeds setup improperly. Try setting your max upload speed to 10KB/s, when left to do what it wants it will often overtake your download bandwidth. It may sound wrong but that's just the way it works.

You need to forward ports on the router to get good speeds with BitTorrent and Limewire, etc. If you said the connection was included with the apartment, I take it you don't have access to the router. There's no much else to do.
