Is there a small-ish program that allows you to set how much of your internet connection speed goes to which program?

Say, i have 512k ADSL, and i want to set 20Kb/s permanently to IE, and then another 20KB/s to Kazaa etc.

Sounds like a good idea if no one has thought of it before :dunno:

I just hate it when Kazaa etc takes all my speed and pages take forever to load :wtc:

Well Kazaa can throttle in of itself. Go into the options and you can set the max bandwidth.

Also, the newest version of Proxy Server (ISA) has bandwidth throttle/management abilities.. but i'm sure there are smaller programs that handle this
