It means they aren't stripping the title holder of his belt... just letting others fight for it while that person is unavailable.
then when the title holder comes back the interim champ will fight the actual champ to determine a single champion.
So, is Penn v Stevenson still an interim title match or a real title match?

yep. IIRC, hughes' condition for fighting GSP instead was that it had to be an interim title fight. not for the belt, but so he can take advantage of GSP's gas tank being low in rounds 4 & 5 due to short notice
I like GSP better but i want hughes to win. Then we can close this serra vs hughes bs.

right, but IIRC the options on the table were
1. fight georges or other dudes in a non-title fight, 3 rounds. fitch's name was thrown around, for example.
2. fight georges for the interim title, 5 rounds
