So my 34gig Raptor died. All it had on it was windows and other software. My second drive had all my media and crap on it. I don’t have another desktop to plug it into to try and pull the files from. Can I install windows on this drive (effectively returning my pc into functioning order) and retrieve all my crap on it even though there is already information on it?

Yes, just make sure you don't let the Windows Installer format the disk.
