I have an application that I need to use but it runs in classic. I do not have my OSX install CD's or an OS9 CD. Is there any other way to install classic to run this program?

If you have an Intel mac you won't be running classic, period.

Sheepsaver + os9 works. There are torrents out there that have os9 already setup and ready to run on a hd image file with sheepsaver included. os 9.0.4 is included also.
