Like HTML is hard to learn. You'll get the language down in two weeks.
But if you refuse on doing that, I suggest Dreamweaver for newbies, although I hate that application for other reasons.

too lazy to learn HTML?? it only takes 10 minutes to learn HTML, it's the easiest language out there.

CSS is where it starts getting tricky, basic html is pretty ez
html isn't even really coding.... unless you want to do an insanely simple website, you're not gonna get around it. maybe just stick to myspace. you could, of course use a blogger software and get around it that way
HTML is cake. CSS is fun to work with.... considering your circumstances i will also suggest Dreamweaver.

If you know any vB-script (as in, all those img tags/etc.) HTML isn't much more difficult; it's the same basic concept, just a markup language.
I learned html in like 2 days. Its not hard.

Guess it depends on how retarded you are. I've taught someone HTML/CSS and they knew quite the significant amount in just two weeks. Was already hand coding some pretty nice layouts. Whereas, on the other hand, I've tried to train a girl at the office HTML for two years and she still doesn't understand the concept of tables.
Im trying to get CSS right now. W3 schools isnt working for me. I gotta find a good place to learn the basics

HTML is NOT a programming language. It's a markup language and it's extremely easy to learn and comprehend especially if you know how to use BBCode on OT for example...

How do I create a webpage in Photoshop and then turn it into a webpage?
What I do after I design a site in Photoshop is to first export the whole page in a single image and manually cut it up into the pieces I need. Sometimes I export the same image multiple times to get all the pieces (especially if there is transparency in the images). Once I'm done with that, I code out the html and css needed for it to work. Though it's a big chaotic in the beginning, it always seems to work well for me.
P.S.- Photoshop's automatic HTML export is cluttered and messy, don't use it
the mass search and replace feature in that program before the php include days.
