I'm dumb and have never coded before

    is there anyway someone can talk me through how to make something like this with image based links instead of text? or at least point me to some tutorials. I found a few but none do a good job.

    I would use Javascript with mouseOver.

    I'd like to use dreamweaver to make this would that be at all possible? I'm trying to find tutorials but I'm not having much luck.

    Dreamweaver understands CSS.

    Honestly, the easiest way to learn how to write a website is to read the source code for another website that does what you want, figure out how they did it, and then re-do it yourself.
