So a few months ago when I load a new IE6 window my computer pretty much freezes for about 3-4 seconds. This wasnt a big deal for a little bit but has become rather irritating. I didn't intentionally/knowingly load/change anything around when it started and haven't been able to figure it out.

This is a screen of ie's "Manage Add-ons..."

    any thoughts?

(was hoping to fix without having to reformat or load ie7)

EDIT: I doubt it matters but my toolbar is customized (width shrunk for more friendly screen):

    IIRC, it's a download manager.

Try and disable all add-ons and test. Enable the ones you want one by one and see if a particular one causes the problem.
