I just bought a HP laptop. It has vista and IE7.

Every time the comp is on, throughout the day i will get this pop up.

    Here is the website:
    http://update.windowssettings.org/2/update.php

    Here is what it says:
Thank you for your interest in obtaining updates from our site.

To use this site, you must be running Microsoft Internet Explorer 5 or later.

To upgrade to the latest version of the browser, go to the Internet Explorer Downloads website.

If you prefer to use a different web browser, you can obtain updates from the Microsoft Download Center or you can stay up to date with the latest critical and security updates by using Automatic Updates. To turn on Automatic Updates:

    1. Click Start, and then click Control Panel.
    2. Depending on which Control Panel view you use, Classic or Category, do one of the following:
      • Click System, and then click the Automatic Updates tab.
      • Click Performance and Maintenance, click System, and then click the Automatic Updates tab.
    3. Click the option that you want. Make sure Automatic Updates is not turned off.
I have searched online and can find nothing about it. Any help, ideas?

<sarcasm> I love when somebody comes into a thread where some one else has asked for help, dumps on other people's suggestions and then leaves without providing an alternative suggestion.<sarcasm>
I know, no av, no care.
I would also have suggested antispyware software to see if anything could be found/eliminated.

Want to know why I didn't recommend anything? Because he went somewhere or opened shit he shouldn't have. I seen many pieces of spyware take 6-7 programs to fully remove, because they leave so many traces.

Don't install shit you shouldn't, don't go places you know are bad, and you won't have to worry about it.
