How to unlock a phone if I don't have a SIM card from the provider it's locked to?

I'm scoping out an HTC Touch Pro 2, which says it's not currently unlocked but the unlock key will be emailed once payment clears. I have my suspicions about whether this is a setup to buy a locked phone and get fucked out of the unlock key, but disregarding that possibility...can HTC phones be unlocked without first installing a SIM card from the provider it's locked to? I didn't think GSM phones could bootup without a SIM card installed.

you can just go buy a $10 prepaid sim if needed. but yes, you need a sim card for the unlock process.

Well, I have an AT&T SIM card, but is that good enough or would I need a T-Mobile SIM card (that's the phone's original network) before I could unlock it?

Well...I decided to get one that was made for AT&T, but still an unlocked one, so that way even if I get screwed and it's not unlocked, I can at least use it with my SIM card.

Now I just gotta wait for the thing to get here. :hs:
