My friend wants to use his (2) Macs wirelessly and his Dell desktop at his house all at the same time. How do you go about setting up the Airport for this? Can you mix the Airport with a PC or do you need something else? Can you go from the cable modem to the Airport, then out to a hub/switch for the desktop and just be able to use all (3) in a mixed OS environment?

it's hard to tell from your post if you're talking about Airport-enabled Apple laptops, or an Airport Base Station router. Either way both products are 802.11 standard, so they should "just work" with any PC or Mac. The original Airport stations were just rebranded Orinoco WaveLAN cards, anyway.
