how to semi-restore old paint

    alright, so the paint on my car is almost completely gone, its sat for a few years without getting washed and now it feels about like 1000 grit sandpaper. any ideas on how to make it a little smoother or should i just move on to the rustoleum spraypaint?

    Pics would be nice, it is possible it can be restored if there is enough paint thickness.

    my camera is broken, but the car is an 82, and i dont think its ever been parked in a garage EVER.
