Post links at related sites, buy banners spots on other sites. Myspace/facebook/tagged/hi5 site with info about your site ... lots of poorly managed sites allow guests (google/yahoo spiders) to see web links, signatures, etc of posters. I got alot that way back in the early days of my sites.

you have too many categories with nothing in them. people may come to your forum but they wont stay if theres nothing there. you should eliminate a lot of the categories at first and slowly add them back in.

start populating it with threads and users and have a discussion with yourself under different accounts to make it seem your forum is alive

utilize digg, stumble, delicious, etc. that should help, not sure how relevant traffic you'd get though

Forums are hard to get jumpstarted unless you are the first of a niche or have something people want. General discussion forums are even harder.

Your best bet would be to focus on one basic niche topic and try to get some users who are passionate about the topic and eventually it could become a hub for that topic. Then as the community grows the topics will gradually, and naturally, expand and then will warrant their own subforums.

What about focusing on "green" topics to start? It's a decent domain for a green living type site where people who are passionate about saving the planet could gather and talk about their tips and strategies and such. It may not be the most exciting topic for you, but it's a hot topic now with a lot of people claiming to care about it. I'm sure there are already quite a few forums focused on the topic but a big enough topic that you could probably get a decent community going. And then you could expand to have more general topics. A side benefit is there is decent money in green tech and advertising so you should be able to monetize it better than a general topic forum.

Regardless what topic you choose though, unless you are first to have a forum in the niche you are going to have to build it up and give it the appearance of activity. No one wants to join, much less post, on a forum that doesn't have anything going on. So hide all the really niche subforums for now, have only a few basic forums where topics can build up and be more active. And you will probably have to either have friends help post or maybe hire a forum posting service to help fill in some threads and post. Then just try to get like minded people to come chat about the topic.

But in general, forums can be difficult to get going unless you are super fast or time it just right to coincide with something specific.

traffic takes time, give it time and watch it build keep an eye on where it is coming from so you can use that to your advantage

It doesn't seem targeted towards anything. The emptyness is really dissuading to me and doesn't make me want to get involved with your site in any way. Also, if you insist on having a splash page it might be wise to add [Click to enter] or something for retards that won't figure that out on their own.

The index page that is just a clickable gateway into the site turned me off for some reason, too.

The graphic is nice, but I think it does need a [Click to Enter] or something.

I like the forum skin a lot as well.

Try to do ad DnA was saying and limit the catagories.... a lot. Your going for accomidating everyone, but no one is going to stay there with so much free space.

You need one or two that talk about "going green", which a lot of people would gab about if you could channel them into the domain.

Maybe try Digg and delicious like suggested above to bring in customers :) I like the idea, hope it goes well for you!
