    In boot, our series commander was an Captain (O-3 for Marines, not sure how the rest of the branches work), and he has been in for about 10 years.

    Usually enlisted men who have been in for 10 years are Staff Sergeants, about to become gunnys.

    Does anyone know why it takes so long for officers to pick up rank?

    Was he prior E? One of my Captains is 16 years in, but he was enlisted for ~12 of those years.

    0-1 --> 0-2: 2 years
    0-2 --> 0-3: 2 years
    0-3 --> 0-4: 4 years, and don't screw up.

    So, he's been in anywhere from 4-8 years - or should be. Else, he is prior, he has a low priority job, and/or isn't doing something to meet the requirements.

    He's probably been passed over at least once. If he's passed over for promotion 2x he's done.

    Makes sense. I was at a joint services commissioning ceremony yesterday, and all of the Marines being commissioned were SSgts. Everyone else was ROTC.

    some stay captain forever, just like some corporals do. others, on the other hand, called "streamers", are rushed up through the ranks so they can make general relatively young. our base commander, lt. col., had about 12-15 years in, his 2nd in command had 20+.
